Visa 10.3 - Other Fraud (Card Present)

Card-present fraud that doesn't fall under EMV liability shift categories. Covers scenarios where chip was read but fraud still occurred.

Overview

This code applies when fraud occurs at a card-present terminal and EMV was properly used, or when fraud circumstances don't fit the EMV liability shift rules.

Conditions for Valid Dispute

Issuer Must Verify

  1. Cardholder did not authorize transaction
  2. Transaction was card-present
  3. Does not qualify for 10.1 or 10.2

Transaction Must Be

  • Card-present (face-to-face)
  • At a physical terminal
  • Not EMV liability shift eligible

Evidence required:

  • Signature on receipt

  • CCTV showing cardholder
  • Photo ID matched

2. Chip + PIN Used

Evidence required:

  • EMV transaction record
  • PIN verification log
  • Correct PIN on first attempt
  • No fallback to signature

3. Transaction Benefited Cardholder

Evidence required:

  • Delivery to cardholder address
  • Cardholder pick-up verified
  • Prior relationship/purchases

  2. Match signatures - Compare to card signature
