Visa 10.3 - Other Fraud (Card Present)
Card-present fraud that doesn't fall under EMV liability shift categories. Covers scenarios where chip was read but fraud still occurred.
Overview
This code applies when fraud occurs at a card-present terminal and EMV was properly used, or when fraud circumstances don't fit the EMV liability shift rules.

Conditions for Valid Dispute
Issuer Must Verify
- Cardholder did not authorize transaction
- Transaction was card-present
- Does not qualify for 10.1 or 10.2
Transaction Must Be
- Card-present (face-to-face)
- At a physical terminal
- Not EMV liability shift eligible
